As an architectural work of the Champa culture, the tower is located on the top of Nhan Mountain, a mountain with a height of 60m, in Ward 1, Tuy Hoa city, Phu Yen province. Nhan Tower faces East, the architecture has 3 parts including the tower base, tower body and tower roof.

The base of the tower has a square plan, each side is 12m long and 2.4m high. The structure of the base has many ledges and is slightly spread out, giving the tower a solid position. The tower's body is square cylindrical, each side is 9m long and 10m high. On each side of the tower body, there are 5 decorative wall pillars. Between the pillars there is a ridge forming a deep groove into the tower body. The bottom and top of the wall pillars create a wide flared shape, making the wall pillars very solid. The wall pillars are left smooth and do not touch the pattern. The top of the tower body, where it meets the roof, is built into a wide flared edge, creating runways running on four sides to reduce the monotony of the junction between the square blocks.

The tower door is located in the East. The tower door is an architectural part that pulls forward, creating a long, narrow corridor leading into the tower and often has very beautiful architecture. On the remaining sides of the wall there are fake doors. These doors have been damaged, but the fake doors are elaborately carved positions with high artistic value.

The tower's roof has 3 floors, each upper floor is a miniature image of the lower floor. On each floor of the tower's roof, there are decorative fake doors on all four sides. The fake doors on each roof were also elaborately decorated, but most of them have now been lost. The last roof of the Nhan Tower gradually shrinks and ends at the top of the tower, which is a 4-sided pointed stone pillar, 1.4m high, at the foot of this stone spire is decorated with 8 lotus petals. On the four corners of the roof floors there is a multi-layered pyramid, which is a miniature image of the tower.

The main direction of the project is Southwest, looking at the vast Tuy Hoa rice fields, far away are the rolling mountains and forests, the cradle of the Phu Yen revolutionary movement through two resistance wars to defend the country. Looking down from above is a five-pointed star, the shape of the entire structure like a swallow's wings flying towards the West.

During the construction process, an incident occurred and cracks appeared in the two main hall wings of the building. By 1986, this project stopped construction completely. Until 2003, according to the wishes of the people, especially the revolutionary elders, the Monument was researched, renovated and rebuilt.

The Nhan Mountain Memorial project was built on an area of ​​land with an area of ​​3,300 square meters, of which the stele house recording the names of heroic martyrs has an area of ​​500 square meters. In the stele house there are 38 stele pillars recording the names of 13,085 martyrs of Phu Yen province and 4 stele pillars recording the names of 1,000 martyrs in a province throughout the country. The memorial along with Nhan Tower, Dien Hong Park, Dien Hong Cultural House, Kim Cang Pagoda, Kim Long Pagoda, Ong Pagoda and Phu Yen Museum form a cluster of cultural works at the gateway to Tuy Hoa city.
