Dong Cam Dam is located on Ba River (the downstream part is called Da Rang River). This Phu Yen tourist destination was designed by French engineers. The dam connects the two banks of Ba River with a total length of 657m, with more than 2,500 construction items. This place is the source of irrigation water for more than 40,000 hectares of wet rice with 2 crops/year in the southern fields of Phu Yen province. After World War I (1914 - 1918), with the goal of meeting irrigation needs for agricultural production , France advocates building an irrigation system on the Ba River. French engineering teams conducted surveys of the river basin. By 1920, under the direction of chief engineer Lefevre, engineer Nordey continued to research the construction of agricultural dams on the Ba River. On November 30, 1923, the governor-general of Indochina approved the project to build the Dong Cam irrigation dam (Tuy Phong).
Dong Cam Dam was constructed in 1924 under the command of engineers Machefaux, Fargues and Carrez. In 1932, the project was officially completed. Along with the dam construction process, engineers also built two additional canals for this irrigation system. Of these, one canal on the left bank is 32km long and one canal on the right bank is 36km long. Not only that, the dam also has a system of auxiliary canals, culverts, bridges... ensuring water supply for 8,000 hectares. The construction process of this project mobilized an average of about 1,200 workers/day, including 200 professional workers such as stone miners, blasters, masons and grave workers. In particular, the largest number of indigenous workers mobilized daily is up to 5,000 people. It can be seen that the effort to build this project was extremely large. Dong Cam Dam in Phu Yen is shaped like an elbow, leaning against both sides of the mountain very firmly, resisting the flow. The dam face is 22.4m high above sea level. This is a quite important number, closely related to the water flow from the Ba River overflowing the dam, especially when floods come. Besides, altitude also determines the volume and level of water that overflows into the main canal and radiates to irrigate the fields in Tuy Hoa.
